Measure "Creation of an Urban Data Platform (UDP) WISSENsAllmende Jena"

The Urban Data Platform (UDP) will form the central digital infrastructure for all smart city projects. On this basis, KNOWLEDGE can be generated, linked and managed and made available as a common good - a commons. In principle, the UDP includes all data and information relating to the urban space that is not subject to the direct protection of personal data or other legal protection requirements. The data that is already available online, as well as extensive other databases, will be gradually transferred to the WISSENsAllmende Jena (WAJ).

To this end, this data will be described using data models, indexed using metadata and made automatically analyzable. To ensure comprehensive data management, model-based client interfaces and documentation will be created and stored on a model server. This allows all common protocols to be mapped on the client side and object definitions to be provided for the development of evaluation tools. This provides a sufficient structure that can, in principle, describe and make accessible any type of data source.

The technical infrastructure of the WAJ is also designed in such a way that additional data can be easily integrated and made available. This means that use cases can be developed and implemented efficiently at any time.

License models

A strict open source approach will be pursued at platform level, and standardized open data formats will be selected for interfaces. There will be a license model for the use of the data, which includes a reservation of permission for commercial use and allows non-commercial use for the common good free of charge.

Identity solution

This requires an identity solution as an additional infrastructure component, which provides one and the same login option for all digital services within the Smart City model project. This will make it easier to use the services and thus increase their use considerably.

  • Concept for the platform architecture created and development of the necessary components commissioned
  • Going live with the first version of "WISSENsAllmende Jena" based on the open source software piveau from Fraunhofer FOKUS in September 2023
  • Cooperation with the Civitas Connect association to merge the WISSENsAllmende Jena and CIVITAS/CORE 2.0 projects from 2025
  • Consulting services for the LichtstadtID identity solution completed
  • As part of a Civitas Connect e. V. project, Jena is contributing specific use cases for LichtstadtID in order to define generally applicable requirements for digital identity solutions
