Initiative: “Creation of an Urban Data Platform (UDP) ‘WISSENsAllmende Jena’”

The Urban Data Platform (UDP) will serve as the central digital infrastructure for all smart city projects. On this basis, knowledge can be generated, linked, and managed, and made available as a common good—the commons. In principle, the UDP encompasses all data and information related to the urban space that is not subject to the immediate protection of personal data or other legal protection requirements. The data sets already available online, as well as extensive additional datasets, are to be gradually transferred to the WISSENsAllmende Jena (WAJ).

To this end, this data will be described using data models, indexed via metadata, and made automatically analyzable. To ensure comprehensive data management, model-based client interfaces and documentation will be created and hosted on a model server. This will allow all common protocols to be mapped on the client side and object definitions to be maintained for the development of analysis tools. This provides a sufficiently robust structure that, in principle, can describe and make accessible any type of data source.

The WAJ’s technical infrastructure is also designed so that additional data can be easily integrated and made available. This allows use cases to be developed and efficiently implemented at any time.

Licensing Models

At the platform level, a strict open-source approach is followed, and standardized open data formats are selected for interfaces. 

Identity Solution

To achieve this, an identity solution is required as an additional infrastructure component, providing a single, unified login option for all digital services within the Smart City pilot project. This makes it convenient for users to access the services, thereby significantly increasing their usage.

Milestones Achieved

• Partner Fraunhofer FOKUS identified for the development of the “WISSENsAllmende Jena”
• Concept for the platform architecture created and development of the necessary components commissioned
• Launch of the first version of “WISSENsAllmende Jena” based on the open-source software piveau from Fraunhofer FOKUS in September 2023
• Collaboration with the Civitas Connect association to merge the WISSENsAllmende Jena projects and jointly develop the Civitas Core Platform 2.0
• Consulting services for the LichtstadtID identity solution completed
• As part of a project by Civitas Connect e. V., Jena is contributing specific use cases for LichtstadtID to help define generally applicable requirements for digital identity solutions
