Measure "Provision of urban data"

Based on the infrastructure of the urban data platform WISSENsAllmende, various use cases will be implemented and tools developed in the course of this measure, which will make it possible to realize further extensive tasks. This will give the city administration, municipal companies and external parties extensive opportunities to develop and implement their own use cases, even if these are not yet known or foreseeable. The measure thus forms a decisive basis for the use of data in the other fields of action (HF), which we will list below.

IoT data records use case
The WISSENsAllmende will be linked to the 5G project "5G Traffic Networking" and the sensor, real-time and other IoT data sets generated there will be made available to the city of Jena. Furthermore, additional sensor networks are to be set up and integrated, in particular on a LoRaWAN basis. IoT data can also be used in HF 2 "Urban development, environment and transport" for sensor-supported urban green maintenance. In HF 4 "Economy and Science", the data provided within the Jena Digital Werkstadt can also contribute to the creation of new business models.

JenOnLex use case
JenOnLex - The online version of the Jena encyclopaedia on the city's history is being developed with added value such as geo-linking and additional media offerings. Among other things, JenOnLex forms the data basis for the "Digital City Experience" measure (see field of action 3 "Education, culture and social affairs"), which is developing digitally supported historical city tours for mobile devices. Preparatory work, in particular the technical integration of the historicized street directory, has already been carried out by the city.

Open Data Portal use case
The content of the existing Open Data Portal will be transferred to the WAJ in order to achieve greater flexibility and better automatic updating of data offerings. In future, all newly developed open data offerings will be integrated into WISSENsAllmende Jena. The city council information in session.net will also be linked to the UDP and provided with improved search functions.
Asset data use case
In order to increase the transparency of the city's actions and ensure that information is easy to find, we are creating a catalog of master data and statuses of the assets of the Jena city association and making it available according to the "open by default" principle. By assets of the city association, we mean the entire stock of urban objects in public spaces, such as streets, buildings, playgrounds and trees in a green area. These are recorded in a geo-based database for which a metadata structure is to be created on the basis of standardized properties (ownership, values and costs, geometry or condition/age).
Use case further development of GIS tools
With the creation of graphical user interfaces and partially expanded data bases, all spatial information, e.g. on municipal infrastructure and IoT data, is displayed geographically and can be integrated into other use cases. The further development enables a better quality of urban services (e.g. urban planning, construction site management, tourism promotion). In addition, the expansion of the Jena GIS (geo-information system) map portal allows, among other things, field of action 2 "Urban development, environment and transport" to calculate the optimal route for sensor-supported urban green maintenance or to display the planting areas to be watered on a map.

BI system use case
In line with the open data approach, numerical data from controlling and statistics is to be made publicly available in the form of so-called data cubes. We are developing the open source tool Eclipse DAANSE to enable both ready-made dashboards on specific topics and data analyses carried out by the users themselves. Standardized data structures must be found in advance so that the data from all areas of the city association can be mapped. The data cubes for controlling and statistical data have already been designed for this purpose and a technical basis has been created. The BI system helps, among other things, in HF 2 to achieve data-supported and knowledge-led participatory urban development.

Data governance
Legal and administrative requirements are also needed to ensure that data can be used comprehensively. These are to be standardized and further developed, in particular with the aim of consistently implementing the "open by default" principle while complying with data protection and security requirements. To this end, the city's statistics statutes will be revised in order to clearly regulate the aggregation of data and statistical data protection. A standardized regulation for data governance vis-à-vis the public and within the city association, i.e. for data access and data sharing within and between the core administration, in-house operations and subsidiaries, is to be drawn up. This will be embedded in a comprehensive data excellence strategy.
