New measure created in the digital administration field of action: the "multifunctional chat system"
As part of the city of Jena's Smart City project, the originally planned measure "Smart administration" in the Field of action 5 was converted into the "Multifunctional chat system". The new measure was approved by the funding body on Friday, 22.03.2024, and is intended to significantly advance the digitalization of administrative processes.
Background to the change
The originally planned measure "Smart administration" from field of action 5 of the Smart City project was rejected in May 2023 rejected by the funding body. As a result, the measure was comprehensively optimized and the focus was on a multifunctional chat system. However, the originally planned implementation is to be more comprehensive. The planned new chat system should better meet the needs of citizens and significantly simplify interaction with the administration.
The previous sub-measures "Hackathon events on administrative problems" and "Computer terminals in citizen services" will have a greater impact in other fields of action and will be integrated into existing measures there.
The new measure: multifunctional chat system
The multifunctional chat system is an innovative tool that can process both text and voice input. It is based on advanced artificial intelligence (AI) and will enable seamless communication, information and interaction between citizens and the city administration. The system is able to extract relevant information from the city of Jena's Urban Data Platform (UDP) in real time and process it in an understandable way. It translates official language into easy-to-understand texts and provides support in searching for information and using service and participation offerings.
Special emphasis is placed on accessibility and inclusion. The system analyzes queries, retrieves relevant data and provides precise answers. In addition, unanswered questions are forwarded to municipal employees to enable personal advice.

Field of action 5 "Digital administration" aims to make the administration user-oriented and efficient. The efficient digitalization of work processes and administrative services saves resources, minimizes environmental impact and shortens processing times. In addition, the digitalization of administrative services improves access for all citizens, regardless of language regardless of language, digital skills or age.
With the introduction of the multifunctional chat system, Jena is taking a significant step towards a modern and digital administration.
